A settlement of people at village or household level, usually based on the common ownership of material goods. Communes often have a tradition of self-government; this was most clearly expressed in the formation of the Paris Commune in 1871 which challenged the authority of the national government of France. During China's Great Leap Forward after 1958, 98% of the peasantry were organized into 26 000 communes.
